What it is
Support at Home is the reformed in-home aged care program introduced under the new aged care framework. It consolidates and replaces the Home Care Packages Program and the Short-Term Restorative Care Programme, with the Commonwealth Home Support Programme to transition in later, creating a single pathway for older people who want to stay living at home.
Under Support at Home, an older person’s needs are assessed and they are assigned a classification with an associated quarterly budget. Services are drawn from a defined service list grouped into categories such as clinical care, independence and everyday living, with different contribution arrangements depending on the type of service.
The program changes how providers price, deliver and acquit services. It introduces clearer service categories, caps and contribution rules, and a stronger expectation that funds are used to meet assessed goals rather than accumulated as large unspent balances.
Providers delivering Support at Home must register under the new regulatory model, meet the strengthened Aged Care Quality Standards, and operate transparent budgeting, statements and record-keeping so older people can see how their funding is being used.
